Rigorous economic and statistical analysis for complex litigation

Dr. Charles (Charlie) Gibbons is a Principal with The Brattle Group and leads its Environment & Natural Resources Practice.

He applies rigorous econometric and statistical models to complex legal, regulatory, and policy issues. Dr. Gibbons has testified in state and federal courts and has presented to regulatory bodies and mediators. He has significant experience with:

• Structural modeling of antitrust damages in cartel and monopolization cases,
• Estimating price-premium overcharges in consumer protection and false advertising matters,
• Assessing the impacts of environmental contamination on private property values, natural resource damages, and recreational use, and
• Designing and implementing conjoint and other surveys to evaluate consumer behavior and willingness to pay.

About Dr. Gibbons

His analyses were relied on in high-profile natural resource damages matters, including:

• The impacts of the Deepwater Horizon oil spill,
• Surface-water contamination from PCBs, and
• Groundwater contamination from PFAS.

He also led teams conducting damages analyses for major antitrust and consumer protection class actions, including In re: Blue Cross Blue Shield Antitrust Litigation, for which his team was awarded "Antitrust Team of the Year" from both the American Antitrust Institute and Global Competition Review.

In 2021, Dr. Gibbons and his co-authors won "Antitrust Paper of the Year" from Concurrences. He co-founded and chaired Brattle's LGBTQ+ employee resource group, BProud, where he led firm-wide initiatives on mentorship and inclusion.

Dr. Gibbons received a PhD in economics and MA in statistics from the University of California, Berkeley, where he also most recently taught a graduate-level course in probability and statistics.
