First-rate economic and statistical analysis

Dr. Charles Gibbons is a Senior Associate with The Brattle Group and leader of its Environment and Natural Resources Practice. Dr. Gibbons specializes in applying sophisticated econometric and statistical models to legal, regulatory, and policy issues. His work has been used in a variety of litigation matters, including structural modeling of antitrust damages, estimating price premium impacts in consumer protection matters, and determining the impacts of environmental contamination on private property, fishing grounds, and outdoor recreation. In particular, his work has been used in three of the most significant recent areas of natural resource damages assessment: the impacts of the Deepwater Horizon oil spill; surface-water contamination from PCBs; and groundwater contamination from PFAS. Dr. Gibbons has also conducted conjoint and other types of surveys to understand consumer behavior and damages.

In 2021, Dr. Gibbons and his co-authors won antitrust paper of the year from Concurrences and he was a member of the group awarded antitrust team of the year from both the American Antitrust Institute and Global Competition Review. Dr. Gibbons regularly publishes and presents on the economics of antitrust damages, statistical forecasting, and issues surrounding diversity, equity, and inclusion. His work has been used in class certification, liability determination, and damages calculations. He is the co-founder and former chair of the firm’s LGBTQ+ employee resource group, BProud.

Dr. Gibbons received a Ph.D. in economics and M.A. in statistics from the University of California, Berkeley, where he also most recently taught a graduate-level course in probability and statistics. Dr. Gibbons also serves as a Statistics Advisor to a consumer technology company in the health and wellness space.

About the Environment & Natural Resources Practice

Our practice has three primary areas of focus: damages arising from environmental contamination; consumer perceptions of green marketing claims; and clean energy and sustainability. To the first point, we are experienced in conducting economic analysis of damages related to air and water contamination, both for natural resource damages assessments as well as private class actions. For the second, in collaboration with our consumer protection practice, we have considered the role of survey evidence in evaluating “greenwashing” claims. Lastly, we also work on issues related to sustainability and clean energy, notably the move toward electrification and the impacts of ESG initiatives on different industries. On these projects, we often work in conjunction with the firm’s broader spectrum of knowledge in energy, finance, and regulatory consulting.
